Portal Layout
The front door. No app bar here — just the brand sitting on top of the sign-in card, because the auth is the whole page. Shell stuff steps aside; you keep the two corner buttons (Preferences and Comms — neither needs you signed in) plus a Language button in the top right. Language gets top billing on every layout, the Portal included — someone may need to switch languages just to read the form, so it never hides in a corner popover or waits behind sign-in. The Portal is the universal surface saying hello at the door.
